Roles & Responsibilities
Position Summary:
The HR Manager will support the Head of HR in operational functions, with a particular focus on managing payroll processing, recruitment, employee relations, and performance management. This role plays a crucial part in ensuring that HR processes are efficient, compliant with labor laws, and align with the goals of the advanced machinery manufacturing plant.
Key Responsibilities:

Payroll Management:
- Overseeing:
- The full payroll process, ensuring accurate and timely processing of employee wages, bonuses, commissions, and deductions.
- Payroll is in compliance with tax laws, labor regulations, CPF regulations, etc and company policies during payroll execution.
- Coordination with finance and accounting departments to reconcile payroll discrepancies and maintain accurate financial records.
- The implementation of payroll-related benefits, including bonuses, incentive programs, and overtime calculations.
- Payroll inquiries and issues are resolved promptly
2. HR Operations & Administration:
- Oversee the day-to-day operations of the HR department, ensuring smooth and efficient HR processes and systems.
- Oversee employee records, ensuring data accuracy and compliance with legal requirements for record-keeping.
- Supervise HR operations team to ensure HR policies and procedures are effectively implemented and adhered to.
- Develop, implement, and enforce HR policies, procedures, and programs that support plant operations and enhance employee performance and engagement.
- In-depth knowledge of the HRMS functionality, full utilization of the system to ensure data integrity in accuracy and completeness.
3. Recruitment & Staffing:
- Lead and drive recruitment efforts, managing the hiring process for plant staff across all levels, from skilled labor to managerial roles.
- Collaborate with department managers to identify staffing needs and ensure the plant has the necessary workforce to meet production goals.
- Ensure a smooth onboarding process for new hires, integrating into the company and plant environment
4. Performance Management:
- Support the performance appraisal process, ensuring performance reviews are conducted in a timely and effective manner.
- Work closely with plant management to develop and track employee development plans, coaching, and performance improvement programs.
- Ensure alignment between individual goals and plant objectives to improve productivity and workforce development.
5. HR Compliance & Legal Requirements:
- Ensure compliance with all statutory requirements, including wage and hour laws, work passes for foreign employment, safety regulations, and employee rights.
- Oversee timely and accurate filing of the necessary reports, including tax filings, labor compliance documentation, MOM Surveys, etc.
- Keep up-to-date with changes in labor legislation and industry regulations, ensuring the plant’s HR practices remain compliant.
- Implement and monitor health, safety, and environmental compliance initiatives, collaborating with the safety and operations teams.
6. Training & Development:
- Identify training needs and develop programs aimed at improving skills, safety, and performance across the plant.
- Coordinate mandatory safety training, technical training, and leadership development programs.
- Evaluate the effectiveness of training programs and make improvements to meet plant goals and employee needs.
Qualifications:
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Experience: Minimum of 5-7 years of experience in HR operations, with at least 3 years in a managerial role. Prior experience in payroll management within a manufacturing or industrial setting is advantageous.

- Strong knowledge of labor laws, regulations, and in-depth knowledge of HR best practices.
- Strong knowledge of payroll processing, tax compliance, and compensation & benefits management.
- Excellent communication, interpersonal, and conflict resolution skills.
- Strong attention to detail and organizational skills.
- Ability to manage confidential information with professionalism and integrity.
- Proficient in HRMS (Human Resource Management System) software, payroll systems, and employee record management software. Ability to generate and analyze HR-related reports and manage data accurately using software tools.
